The Kremlin ignored Aliyev's pro-Ukrainian statement
The Kremlin has publicly stated that Azerbaijan’s position on the war in Ukraine is a source of serious disagreement between the two countries, as Baku categorically disagrees with Moscow’s approach. Despite the obvious diplomatic rift, Putin’s spokesperson Dmitry Peskov noted that Russia adheres to a “pragmatic approach” and advocates for the further development of bilateral partnership, not considering these disagreements a reason to worsen cooperation.
Official Baku has consistently supported Ukraine’s territorial integrity and sovereignty within its internationally recognized borders and has never recognized any attempts to annex Ukrainian territories. In addition, Azerbaijan regularly provides humanitarian aid to Ukraine, including energy equipment, and participates in international efforts to rebuild the country.
Although Azerbaijan signed a declaration on allied cooperation with Russia in February 2022, the current statements indicate that the Russian side is forced to tolerate its partner’s pro-Ukrainian stance in order to preserve important economic and political ties.

On July 13, Azerbaijani President Ilham Aliyev expressed support for Ukraine’s sovereignty and territorial integrity. According to him, a people fighting for independence and the preservation of their identity cannot be defeated by military force.
