The National Security and Defense Council has identified the Kremlin's chief lobbyist for continuing the war

Sergey Kirienko, First Deputy Chief of Staff of the Russian Presidential Administration, is one of the key advocates for continuing the war against Ukraine and currently wields the greatest influence over Vladimir Putin’s decision-making. This was reported by Andriy Kovalenko, head of the Center for Countering Disinformation at the National Security and Defense Council.

According to the head of the Center, the Russian dictator listens to Kirienko’s views when discussing future military plans and scenarios. It is he who regularly proposes new options for escalation and terror against Ukraine to the Kremlin, while categorically opposing any end to hostilities.

Serhiy Kyriyenko is considered one of the main ideologists and architects of Russia’s expansionist policy toward Ukraine:

  • Since 2022, he has been directly overseeing the temporarily occupied Ukrainian territories.

  • He oversaw the organization of illegal so-called “referendums” on the annexation of the seized regions.

  • Under his direct control, the systematic Russification of Ukrainian lands is being carried out: forced passportization, the introduction of Russian educational standards, and the establishment of occupation administrations with the participation of Russian officials.

  • He is also responsible for shaping the Kremlin’s key propaganda narratives justifying the aggression.

Ukraine has placed Kirienko on an international wanted list, and the European Union, the United States, the United Kingdom, and a number of other Western countries have imposed strict personal sanctions against him.
