There are two large, undamaged oil refineries left in Russia
Ukrainian drones struck eight of the ten largest Russian oil refineries by processing volume, with some facilities being hit multiple times.
As of the end of June 2026, there was not a single large oil refinery left in the European part of Russia that had not been attacked by the Defense Forces. The targets included “Gazprom Neftohim Salavat” in Bashkortostan, “Kirishinefteorgsintez” in the Leningrad Region, the Ryazan and Moscow refineries, as well as Lukoil’s plants in Volgograd, Perm, and the Nizhny Novgorod region, and “Yaroslavnefteorgsintez” in Yaroslavl. Due to significant damage, these facilities have been forced to scale back or completely halt production.
Currently, only two of the top ten plants remain undamaged; they are located far beyond the Urals—the Angarsk Petrochemical Company in the Irkutsk region and the Omsk Oil Refinery, which is the largest in the Russian Federation. The Russian fuel market has plunged into a deep crisis following a series of strikes, and gasoline prices in Russia have seen their sharpest rise in the last two decades. Due to the fuel shortage, dozens of Russian regions have already imposed restrictions on fuel sales, including the Khanty-Mansi Autonomous Okrug, where about 40% of the country’s total oil is produced.
