Russia has appointed a new coordinator for Ukraine’s occupied territories – GUR
Russian Deputy Prime Minister Marat Khusnullin has become the new coordinator for Ukraine’s temporarily occupied territories. He replaced former Russian official Dmitry Kozak in this position, according to the Main Intelligence Directorate.
Replacing Dmitry Kozak, who is now a former deputy head of Putin’s administration, in 2022, Marat Khusnullin, Deputy Prime Minister of the aggressor state of Russia, became the new coordinator for Ukraine’s temporarily occupied territories—the Autonomous Republic of Crimea and parts of the Donetsk, Luhansk, Kherson, and Zaporizhzhia regions,” the statement reads.
According to military intelligence, in March 2022, Khusnullin headed a “working group on the implementation of special infrastructure projects,” established by Russian Government Decree No. 542-r1.
This group replaced the previous body of the shadow occupation administration — the “interagency commission for providing humanitarian support to the affected territories in the southeastern regions of Ukraine’s Donetsk and Luhansk Oblasts,” which operated from December 2014 to June 2022.
Khusnullin’s special group has assumed full administrative and financial control over Ukraine’s temporarily occupied territories—all decisions, including those regarding so-called “integration” processes, are made within this structure.
The Main Intelligence Directorate (GUR) states that this is effectively a “shadow government” with broad powers, standing above the occupation administrations and “issuing” directives to them for immediate execution. It is forbidden to challenge the decisions of Khusnullin’s special group.
The task force meets weekly in Moscow. More than fifty people may participate in these meetings: the structure of the Russian special agency for administering the temporarily occupied territories of Ukraine includes a chairperson, a presidium (8–12 people), and group members (at least 40 people—mostly Russian citizens, as well as a few collaborators). Selected staff members of the Russian government apparatus and invited guests are also brought in for the meetings as needed.
The group’s presidium includes, in particular, Sergey Alpatov, head of the FSB’s 4th Directorate; Alexey Komkov, head of the FSB’s 5th Directorate; Andrei Kurnosenko, First Deputy Minister of Internal Affairs of the Russian Federation; and Viktor Kalganov, Deputy Head of the Defense Management Center.
The working group also includes ministers of the aggressor state of Russia, their deputies, and heads of state-controlled “funds” and state-owned companies.
The main activities of the Russian special group are corporate raiding and the redistribution of stolen resources and property belonging to Ukrainian citizens and businesses.
The Kremlin task force’s activities also include measures aimed at ethnocide. In order to displace Ukrainians from the occupied territories, officials in Moscow are adopting so-called resettlement programs, creating artificial shortages of goods, and enforcing an information blockade in the temporarily occupied territories of Ukraine.
