Ukraine submits materials to ICC on Russian attacks on energy infrastructure — Kravchenko
Ukraine’s Prosecutor General, Ruslan Kravchenko, reported that he has sent an information notice to the Office of the Prosecutor of the International Criminal Court regarding systematic Russian attacks on Ukraine’s energy facilities from July 2025 to February 2026.
Kravchenko stated on Facebook that during this year’s heating season, attacks orchestrated by the highest military-political leadership of Russia targeted all types of energy facilities across most regions of Ukraine.
The strikes were carried out as prolonged, large-scale combined attacks using ground-based, aerial, and naval weapons. The intensity of these attacks exceeded the cumulative levels of previous periods: October 2022–March 2023 and March 2024–March 2025.
The entire technological chain of the energy system was affected — from power generation to transmission and distribution. Thermal power plants, hydroelectric plants, combined heat and power plants, and distribution networks were damaged. Considering weather conditions, the cumulative effect of the attacks made this campaign more systematic and destructive than previous ones, Kravchenko noted.
As a result of the missile strikes, 11 civilians were killed and 68 others injured.
“The ICC Office of the Prosecutor has been informed about the chronology of attacks, their consequences, the potentially involved units of the Russian Armed Forces, and members of the military-political leadership who may have issued orders,” Kravchenko said.
The notice has been submitted to consider the possibility of expanding charges against Russian officials already under ICC scrutiny, as well as to identify other individuals responsible for crimes against humanity and violations within the Court’s jurisdiction.
Kravchenko added that work continues to collect and systematise evidence to ensure comprehensive documentation of crimes and hold those responsible accountable.
