Ushakov calls territorial issue key to resolving Russia’s war against Ukraine
Against the backdrop of the BRICS summit in New Delhi, India, Russian presidential aide Yuri Ushakov said that the territorial issue remains one of the main ones in the process of resolving Russia’s war against Ukraine. According to him, many issues still need to be coordinated for a possible trilateral meeting of the leaders of Russia, the United States and Ukraine, while progress on territories could facilitate agreements on other topics.
Ushakov said this in an interview with Russian media, Anadolu Agency reports. He also stated that Moscow’s settlement demands have not changed and have not become tougher.
Statements after the BRICS summit
Ushakov said that during speeches at the BRICS summit, only Brazilian Foreign Minister Mauro Vieira raised the topic of Ukraine. At the same time, according to him, the issue of Ukraine was among the main topics of Russian President Vladimir Putin’s bilateral meetings on the sidelines of the summit.

He called the absence of mentions of Ukraine in most speeches evidence of an understanding of Russia’s position. Ushakov also said that Moscow hopes for a positive outcome of the peace process regarding Ukraine.
Possible venue for negotiations
According to Ushakov, the agreements reached by Russia and the United States during the presidential meeting in Anchorage on August 15, 2025, form the basis of a lengthy and difficult peace process. He added that Abu Dhabi was discussed as one of the possible venues for trilateral negotiations between Russia, the United States and Ukraine.
According to him, Turkey and other countries also confirmed their readiness to host the talks. Putin will determine the head of the Russian delegation, Ushakov claims, after the venue and date of a possible meeting are agreed. Ushakov also stated that US envoys Steve Witkoff and Jared Kushner better understood Russia’s position after talks with Putin in Moscow on September 5. The following day, they visited Kyiv for talks with Ukrainian President Volodymyr Zelenskyy.
