Delcy Rodríguez announces new phase in Venezuela-US relations — Anadolu Agency
Venezuela’s acting president, Delcy Rodríguez, said during a speech at the UN General Assembly that Caracas seeks to restore diplomatic relations and cooperation with the United States. She thanked US President Donald Trump and his administration for returning to diplomatic contacts with Venezuela.
Statement on cooperation
Rodríguez said that Venezuela seeks to build cooperative relations not only with the United States, but also with neighboring states and other countries of the international community. According to her, the country is “being reborn” and wants to rebuild relations with Washington.
As Anadolu Agency reports, the acting president also mentioned a recently signed bilateral agreement between Caracas and Washington. She called it one of the largest agreements ever concluded and said that the document would contribute to the energy balance in the Western Hemisphere and the global economy.

Sanctions and the dispute with Guyana
Washington suspended operations at its embassy in Caracas in 2019 and imposed sanctions on the Venezuelan government and the state oil company PDVSA. Rodríguez said that in 2026, the country went through two painful trials: what she described as the suppression of domestic political life, as well as an escalation of confrontation with the United States. She called two earthquakes that occurred on June 24 the second challenge.
Rodríguez also raised the issue of Venezuela’s territorial dispute with Guyana over the Guyana-Essequibo region. She reaffirmed Caracas’s position on its “historical rights” to the territory and called on Guyana to return to negotiations in accordance with the Geneva Agreement.
