The EU will approve the allocation of 3 billion euros to Ukraine for reforms it has implemented

On Thursday, September 24, during a meeting of the EU Competitiveness Council, the allocation of approximately 3 billion euros to Ukraine under the Ukraine Facility will be approved, subject to Ukraine’s fulfillment of a series of specified indicators.

The day before, the Committee of Permanent Representatives (Coreper) adopted the corresponding draft decision. To receive the next tranche, Ukraine fulfilled its obligations regarding the entry into force of legislation on the review of judges’ integrity declarations and the procedures for verifying them. 

In addition, the Ukrainian side appointed a new electricity market operator and adopted legislation to support centralized heat supply, as well as rail traffic safety and interoperability, which secured the disbursement of 368 million euros. Another 2.292 billion euros will be allocated upon the publication of an assessment of the banking system’s stability, the adoption of a law on access to information regarding external engineering works, and the publication of a report on state support via the Agrarian Register.

The European Union will stipulate the implementation of tax reform and the mobilization of domestic budget revenues as key conditions for the disbursement of subsequent tranches of macro-financial assistance. These requirements will be part of a loan program totaling 90 billion euros, which is currently in the final stages of negotiation.
