European Public Prosecutor’s Office to investigate RKIK and Datasel operations in Estonia
The European Public Prosecutor’s Office will investigate transactions between the Estonian Centre for Defence Investments (RKIK) and Datasel. The Estonian Prosecutor’s Office has determined that information from the National Audit Office’s report and media publications provides grounds to initiate criminal proceedings to establish whether a crime may have been committed in connection with these transactions, ERR News reports.
The investigation will be transferred to the European Public Prosecutor’s Office
Estonian Prosecutor General Astrid Asi stated that the alleged violations concern the use of funds managed by the European Union. After discussing the circumstances with the European Public Prosecutor’s Office, the parties concluded that the case falls within its investigative jurisdiction.
Therefore, the Estonian Office of the Prosecutor General will not extend the ongoing criminal proceedings concerning the Ministry of Defence’s area of administration to the transactions involving RKIK and Datasel. The European Public Prosecutor’s Office will investigate these circumstances.

Other proceedings will continue
At the same time, the Estonian Office of the Prosecutor General will continue the criminal proceedings initiated in 2025 based on circumstances described in the National Audit Office’s report. This case is examining whether obligations concerning the organization of reporting and accounting within the Ministry of Defence system may have been breached, and whether there are grounds to suspect the concealment or destruction of documents.
The Prosecutor’s Office is also analyzing other information from this year’s audit report that does not concern Datasel transactions.
