France is preparing for possible hybrid attacks by Russia, particularly against critical infrastructure and defense industry facilities. Potential Russian targets may include power plants, railway infrastructure, telecommunications networks, and drinking water supply systems.
Amid warnings of an escalating Russian hybrid threat, Paris is developing a plan to protect critical facilities.
According to Núñez, the Russian hybrid threat to France and other European countries is real and well-documented. He stressed that downplaying it would be irresponsible.
“We are talking about a real threat, a well-documented threat—the threat of a hybrid war waged by Russia,” the French minister stated.
Núñez noted that in recent months, Europe has recorded incidents of drones flying near airports, acts of sabotage, and cyberattacks. At the same time, no Russian drones have been detected flying directly over French territory, nor have any serious acts of sabotage been recorded there so far.
According to France Télévisions, a confidential memo from French authorities lists power plants and power grids, railway infrastructure, telecommunications, and drinking water distribution systems among the potential targets of Russian hybrid attacks.
Facilities related to the defense industry are mentioned separately. French General Patrick Dutartre stated that the country’s main airfields are already protected against possible drone attacks, but other sensitive defense sector facilities may remain vulnerable.
