Japan considers admitting foreign workers to security sector
Japan's National Police Agency will create an expert group to discuss the possibility of including the security sector in employment programs for foreign workers. The Japan Times reports.
The group will consider including the security industry in the Skills Development Employment Program for foreign workers. It is due to start operating in April 2027 and replace the technical intern training program. Experts will also discuss the possibility of adding the security sector to the residence program for foreigners with specified skills.
Employment conditions
The group will include six specialists well versed in foreign employment issues, including a lawyer, a university lecturer, and an industry representative.

The experts are to discuss how many foreign workers the security sector will be able to accept, which security duties they will be allowed to perform, and what skills they must possess. The required level of Japanese-language proficiency will be considered separately.
Next steps
The group's report may be prepared as early as January. After that, the National Police Agency will ask the Ministry of Justice and other relevant bodies to make changes to the programs.
The current Security Services Act does not contain citizenship requirements for employees. Foreign residents and spouses of Japanese citizens may work in this field. The security sector is seeking permission to hire foreign workers due to a severe labor shortage.
