China ranks first in public security index — report
China ranked first in the 2026 Global Public Security Index, scoring 84.62 points out of 100, according to the Global Public Security Index Report 2025–2026. The report was presented on September 10 in Lianyungang, in the eastern Chinese province of Jiangsu, at a press conference ahead of the 2026 Conference of the Global Public Security Cooperation Forum.
Study coverage
As ECNS reports, the study covered 62 countries. According to the index's authors, they account for 82.73% of the world's population, 75.22% of its land area and 87.47% of global economic output.
The index uses a 100-point scale, where a higher score indicates a better level of public security. The average score for the 62 countries in 2026 was 72.56 points, slightly higher than last year. The authors also released results for 20 countries with relatively high levels of security governance.

Distribution of scores
Ten countries, including China, Singapore and Uzbekistan, received at least 80 points. Another 28 countries scored from 70 to 79.99 points, while the remaining 24 scored less than 70 points. China received the highest score, according to the report.
This year's study was also supplemented with a separate section on social stability. The assessment model takes into account traditional and non-traditional security challenges, technology-related risks, as well as latent cross-border threats.
