Lukashenko signed a cooperation agreement with Kim Jong-un in Pyongyang

During a visit to Pyongyang, Belarus’s self-proclaimed president, Alexander Lukashenko, signed a “friendship and cooperation” agreement with North Korean leader Kim Jong-un. The document calls for the development of a partnership and the strengthening of ties between the two countries.

This is Lukashenko’s first visit to North Korea.

According to reports, Kim Jong Un “warmly welcomed” the Belarusian leader, and the visit is scheduled to last two days. 

The parties agreed to develop cooperation in various fields—from agriculture to information technology.

Belarusian Foreign Minister Maxim Ryzhenkov noted that despite the currently small volume of trade, there are prospects for its expansion. In particular, this involves the export of Belarusian food products and pharmaceuticals to North Korea.

Lukashenko stated that relations between the countries are “reaching a new level” and have historical roots dating back to the Soviet era. 

Political Context

Analysts believe that this visit aims to demonstrate a rapprochement between countries that oppose Western influence.

In particular, North Korea may use such contacts to strengthen its international standing.

Geopolitical significance

Belarus and North Korea are subject to Western sanctions and are accused of human rights violations. Both countries are also linked to supporting Russia’s actions against Ukraine.

In particular, Belarus was used as a staging ground for Russia’s invasion, and the DPRK, according to intelligence assessments, supplies Russia with ammunition and military aid. 


Recall that Lukashenkoannounced a “major deal” with the U.S. at Trump’s suggestion.

Earlier, the U.S. and Lukashenko agreedon the release of more than 250 Belarusian political prisoners.

Belarusian dictator Lukashenko pardoned 123 prisoners, including Belarusian opposition figure Maria Kolesnikova and human rights activist and Nobel Peace Prize laureate Ales Bialiatski.

U.S. Special Representative in Minsk John Cole announced Washington’s decision to lift sanctions previously imposed on Belarusian potash.
