The Russian Ministry of Internal Affairs wants to introduce a fee for access to citizens' data

The Russian Ministry of Internal Affairs has proposed introducing a fee for organizations, including banks, to access information about citizens from police databases.

According to the draft resolution, the fee will be approximately $0.55 (50 rubles) per completed information exchange session. Data will be transmitted via an interagency electronic interaction system.

More than 500 organizations are connected to this system, including banks, microfinance institutions, telecommunications operators, insurance companies, and other entities. They use this data to verify passports, places of residence, and other information about citizens.

According to the agency, over 3.7 billion queries were made to the Ministry of Internal Affairs’ databases in 2024–2025 alone.

If a fee is introduced, the Russian budget could receive approximately $1.3 billion (119.6 billion rubles) annually.

As a reminder, the Kremlin has expressed hope for new negotiations with Ukraine.

The Kremlin also commented on the upcoming talks in the U.S. without Russia’s participation.
