The Magyar Party is proposing to amend the Hungarian Constitution

The “Tisa” Party has submitted proposals for amendments to the Hungarian Constitution that would limit the prime minister’s tenure to two terms. A two-thirds majority of parliament is required to adopt amendments to the country’s Constitution. The initiative could prevent Viktor Orbán from serving as prime minister again.

This was reported with reference to Telex.

Two Tisa MPs—Márton Melletei-Bárna and István Hantosi—submitted a proposal titled “Sixteenth Amendment to the Fundamental Law of Hungary,” which includes a term limit for the prime minister. Currently, the law states that the prime minister is elected by parliament upon the president’s proposal. Furthermore, there is no term limit, which is why former head of government Viktor Orbán held the office of prime minister for decades.

“A person who, in total—including any breaks—has already served as prime minister for at least eight years may not be elected prime minister. When calculating this eight-year period, all terms of office since May 2, 1990, are taken into account,” the proposal for constitutional amendments states.

Tisza’s proposal also calls for establishing a constitutional basis for abolishing the Office for the Protection of Sovereignty, which was established in 2023. This will be done by removing from the Constitution the provision stating that “the protection of Hungary’s constitutional identity and Christian culture is the duty of all state bodies,” and that the protection of the country’s constitutional identity is ensured by an independent body established by a special law.

Another point in the proposals concerns public interest asset management funds that perform public functions. In 2020, the parliamentary majority of Orbán’s Fidesz party introduced a provision into the Fundamental Law that subsequently allowed for the transfer of some Hungarian higher education institutions and other state institutions to fund management.

It is worth noting that a two-thirds majority of the total number of members of the Hungarian Parliament (133 out of 199 seats) is the constitutional majority required to amend Hungary’s Fundamental Law.
