Russian President Vladimir Putin urgently changed his schedule for Tuesday, August 25, amid reports of a possible visit to Moscow by CIA Director John Ratcliffe. A major event scheduled for that day—for which hundreds of people had been preparing—was rescheduled just a few days before it was set to take place. Meanwhile, a U.S. military transport plane arrived in the Russian capital; according to media reports, it may have carried the head of U.S. intelligence.
Kremlin pool correspondent Alexander Yunashov reported on the Russian president’s change of plans. According to him, the event—which was to take place on Tuesday and required extensive preparation—was rescheduled just a few days before it was set to take place.
Hundreds of people were involved in preparing the event, the journalist said. The reasons for the postponement have not been officially disclosed. At the same time, Yunashov’s sources confirmed to him that CIA Director John Ratcliffe might be arriving in Moscow.
CBS News correspondent Jennifer Jacobs had previously reported on the planned visit. According to her, Ratcliffe was scheduled to hold meetings with Russian officials in Moscow on Tuesday.
A U.S. military aircraft arrived in Moscow
Amid these reports, a U.S. military transport aircraft, a Boeing C-17 Globemaster III, landed at Moscow’s Vnukovo Airport. According to Flightradar24, the U.S. Air Force plane arrived in Moscow in the morning after departing from Riga. Prior to that, it had departed from the U.S. and first flown to the Latvian capital.
After the U.S. aircraft landed in Moscow, a motorcade with U.S. diplomatic license plates was also spotted. This fueled speculation about the arrival of a U.S. delegation; however, the Russian side has not provided official confirmation of Retcliffe’s presence.
Russian Presidential Spokesperson Dmitry Peskov stated that the Kremlin allegedly had no information about the U.S. military aircraft that arrived at Vnukovo. Representatives from the Pentagon, the White House, the U.S. Embassy in Moscow, and the Russian Embassy in Washington did not immediately provide details regarding the flight.
The U.S. warned Ukraine about the delegation’s visit
Even before Retcliffe’s potential trip, the U.S. side informed Ukraine of the arrival of a high-level delegation in Moscow. According to Axios, the U.S. asked Ukraine to temporarily suspend strikes against Russia while the American representatives were in Moscow.
The publication cited a source familiar with the situation. No other official details regarding this request have been made public. It is against this backdrop that reports of an unexpected change in Putin’s schedule are drawing particular attention. However, it cannot yet be confirmed that the rescheduling of the event was directly linked to Retcliffe’s negotiations.
Retcliffe Could Become the First CIA Director to Visit Moscow Since the Start of the Full-Scale War
If John Retcliffe’s visit to Moscow is confirmed, it will mark the first time a sitting CIA director has traveled to Russia since the start of Russia’s full-scale war against Ukraine. The previous known visit by a U.S. intelligence chief to Moscow took place in November 2021. At that time, CIA Director William Burns traveled to the Russian capital before the full-scale invasion began.
Burns met with Russian leaders at that time and warned the Kremlin that the United States had information regarding Russia’s preparations for a large-scale invasion of Ukraine. A few months later, in February 2022, Russia launched a full-scale war.
That is why Retcliffe’s possible visit has drawn particular attention. A trip by the head of U.S. intelligence to Moscow against the backdrop of the war and tensions between Russia and the West may indicate the seriousness of the issues the parties wish to discuss.

There is no official agenda for the meetings yet. Therefore, information about possible topics of discussion remains the subject of reports in the American and European media. Among the possible issues mentioned are Russia’s war against Ukraine, the risk of further escalation, possible steps toward a ceasefire, and relations between Moscow and Washington. Earlier, U.S. media also reported on possible contacts regarding a halt to strikes on specific targets and attempts to create conditions for broader de-escalation.

At this point, it is reliably known that part of Putin’s schedule has been changed, that a U.S. military transport plane has arrived in Moscow, and that media reports have indicated Retcliffe’s possible visit.
