The European Commission has officially approved and submitted the updated “Ukraine Plan” to the Council of the EU for approval. This document contains a detailed list of structural reforms, the implementation of which is a prerequisite for unlocking further financial support

Approval of the updated plan will allow Ukraine to access the next tranche of budgetary support under the broader Ukraine Support Loan program, totaling up to €90 billion, scheduled for 2026–2027. Specifically, this involves the allocation of €8.35 billion in direct macro-financial assistance by the end of 2026.

For its part, the European Commission has fully completed work on the document, having agreed on all its provisions with Ukrainian partners. The plan needed to be updated to align the proposed reforms with Ukraine’s ongoing integration into the European Union—as part of the revision, 35 existing steps were modified and 26 new requirements were added.

Context of the €90 billion mega-loan

 

This large-scale financial support package was approved by the European Parliament in February 2026, and at the end of May, the Verkhovna Rada of Ukraine officially ratified the corresponding loan agreement.

The total amount is allocated across two key areas:

  • €30 billion — direct budgetary and macro-financial support through the Ukraine Facility;

  • €60 billion — targeted financing for the defense sector (procurement of weapons and equipment, and investments in Ukraine’s defense industry).

Recently, on June 25, Ukraine successfully received the first initial tranche from this package, amounting to over €3 billion. At the same time, the Cabinet of Ministers of Ukraine approved the official procedure for using European funds, which will allow the defense portion of the funding to be promptly directed to domestic arms manufacturers. In total, Ukraine expects to attract approximately €28.3 billion for the needs of its Armed Forces under this program throughout 2026.

This was announced by European Commission spokesperson Guillaume Mercier during a briefing in Brussels, according to the European Parliament.

The European Union has approved a large-scale financial package for Ukraine totaling 90 billion euros, which is intended to help cover the country’s most urgent budgetary needs. The loan does not impose an immediate financial burden on Ukraine, as it is planned to be repaid using future reparations from Russia. For now, the EU budget is providing payment guarantees. 

A trilateral meeting between the leaders of Ukraine and the European Union took place in Nicosia, following which Volodymyr Zelenskyy, António Costa, and Ursula von der Leyen issued a joint statement on a new phase of support for Kyiv. The discussion focused on a 90-billion-euro loan, sanctions pressure on Russia, and Ukraine’s continued progress toward EU membership. The leaders emphasized the need for swift decisions and strengthened joint action.
