The EU Council approved changes to provide Ukraine with an additional €8.3 billion
On July 30, the Council of the European Union approved changes to the Ukraine Facility—the mechanism for providing financial support to Ukraine—and the updated “Ukraine Plan,” which outlines the reforms required to receive European funding.
Under the approved changes, Ukraine will receive additional funding of 8.3 billion euros in 2026.
The funds will be provided through the Ukraine Support Loan, on which the European Parliament and the Council of the EU reached an agreement in February of this year.
The updated “Ukraine Plan” sets out a roadmap of reforms, the implementation of which is a prerequisite for receiving financial assistance from the European Union.
At the suggestion of the European Commission, the document has been supplemented with new reform measures, particularly in the following areas:
- the rule of law;
- the fight against corruption;
- further improvement of public administration.
The Ukraine Facility mechanism entered into force on March 1, 2024, and provides for more than 50 billion euros in financial support for Ukraine during 2024–2027.
The program includes grants and loans aimed at recovery, reconstruction, economic modernization, and the implementation of key reforms necessary for Ukraine’s European integration.

As a reminder, the European Commission has approved a series of legislative proposals that will ensure continued financial support for Ukraine throughout 2026 and 2027. The total amount of support will be 90 billion euros.
As a reminder, the European Commission plans to grant preliminary approval this week to applications from the first group of EU countries seeking funding under the multi-billion-euro SAFE program for rearmament.
