IAEA Board of Governors approves referring Iran case to UN Security Council

In Vienna, Austria, the Board of Governors of the International Atomic Energy Agency approved a resolution to refer information on Iran’s non-compliance with nuclear non-proliferation obligations to the UN Security Council. As The Jerusalem Post reports, this is the first such decision by the IAEA’s 35-member governing body in 20 years.

Voting results

The draft resolution was proposed by the United States, the United Kingdom, France and Germany. Twenty-three countries voted in favor, while Russia, China and Niger voted against it, and eight more states abstained, diplomats said after the closed meeting.

The document asks the IAEA director general to transmit this and previously adopted resolutions to all member states of the agency, as well as to the UN Security Council and General Assembly in accordance with the IAEA Statute.

The decision continued the resolution of June 12, 2025, which found Iran to be in non-compliance with its non-proliferation obligations. It concerned Tehran’s failure to explain the origin of uranium traces found at undeclared sites that the agency had been investigating for years. The new resolution also mentions a decision adopted in June 2026 that required Iran to declare its remaining stockpile of enriched uranium and allow inspectors to verify it.

Access to nuclear facilities

Iran did not allow IAEA inspectors to return to sites struck by Israel and the United States, including three uranium-enrichment facilities. According to the agency, Tehran also failed to provide a report on its stockpile of enriched uranium, some of which was enriched to 60%.

IAEA Director General Rafael Grossi stated that the lack of information about these sites and the nuclear material associated with them, as well as the inability to conduct verification, causes serious concern for the non-proliferation regime. According to him, the situation must be remedied as soon as possible.

Before the US and Israeli strikes, the IAEA estimated Iran’s stockpile at 440.9 kg of uranium enriched to 60%. Under the agency’s criteria, after further enrichment, this amount could be enough for ten nuclear weapons. How much material remains is unknown, although the IAEA believes that more than 200 kg remain at one of the sites.

Iran’s reaction

On the eve of the vote, Iran warned of a response if the resolution was adopted. In its initial reaction, Iran’s mission to the IAEA called the decision political and placed responsibility for the current situation on the United States and Israel, but did not announce specific retaliatory measures.
