Russia is preparing for possible protests following the announcement of mobilization
For the first time, the Russian National Guard has included provisions in its civil defense regulations regarding protection against threats during mobilization, martial law, and wartime. The Center for Countering Disinformation (CCD) of the National Security and Defense Council believes this may indicate that the Kremlin is preparing for a new wave of mobilization and the possible suppression of protests.
According to the Center, the Rosgvardia’s updated civil defense regulations include, for the first time, provisions on responding to threats during mobilization, martial law, and wartime.
The CCD notes that these changes indicate that Russia’s security apparatus is preparing for possible mass protests following the announcement of a new draft. It also emphasizes that, despite attempts by the Russian authorities to conceal the true state of affairs on the front lines, changes to legislation and the establishment of new military training grounds may indicate preparations for a new wave of mobilization.
The Center recalled that Ukrainian President Volodymyr Zelenskyy had previously stated that the Kremlin was laying the groundwork for expanded mobilization in Russia. According to him, Moscow also plans to recruit additional forces from North Korea and expects to receive approximately 30,000 North Korean soldiers. To this end, as the head of state noted, preparations to receive them have been underway in the Voronezh region since June.

As a reminder, Putin expanded military registration offices’ access to Russians’ personal data amid rumors of mobilization.
