Syria says armed factions have been integrated into national army
Syrian Foreign Minister Asaad al-Shaibani stated in Cairo, Egypt, that Damascus has integrated armed factions into the national army. According to him, this is part of a policy aimed at establishing exclusive state control over weapons and strengthening the country’s sovereignty.
As Anadolu Agency reports, the statement was made on September 7 during the 166th regular session of the Council of the League of Arab States at the level of foreign ministers. Al-Shaibani also said that the Syrian authorities had restructured security and defense institutions to protect the country’s borders and sovereignty.
Statements on reconstruction
The Syrian foreign minister said that over the past 20 months, the country has moved from crisis management to active reconstruction. He claimed that the authorities had regained control over northeastern Syria, established a new parliament, and were working to heal the social wounds left by the previous regime through justice and reconciliation.

According to the minister, Syria and Jordan are working to implement a three-part roadmap, the details of which he did not provide. Al-Shaibani also said that hundreds of thousands of children and young people had returned from camps for displaced persons to schools and universities, while the authorities were restoring damaged educational infrastructure. Damascus hopes to join Arab development funds and programs by 2027.
Position on regional conflicts
The minister declared Syria’s solidarity with the Gulf countries and Jordan and rejected what he described as Iran’s attacks on their territories, as well as the use of weapons outside state control. Regarding Israel, he welcomed the League of Arab States’ condemnation of Colombia’s decision to recognize Israel’s annexation of the occupied Golan Heights. Al-Shaibani stated that Damascus adheres to a diplomatic approach and seeks to stop Israeli attacks, arrests, and incursions into Syrian territory.
