The U.S. is scaling back its military involvement in NATO; allies are preparing for the changes

The U.S. plans to significantly reduce its military contribution to NATO by cutting back on the provision of key resources and equipment. Washington is effectively urging its European allies to take on a larger share of the defense burden more quickly. These new approaches have already sparked debate among Alliance partners, according to Spiegel.

A major redistribution of military roles is underway within NATO, where the United States—which for years has been the mainstay of the Alliance’s defense system—now plans to gradually reduce its contribution in the form of equipment, military resources, and units, thereby effectively shifting the balance of responsibility among allies.

This is reported by the German publication Spiegel, which cites internal discussions and documents presented to allies, in which Washington explicitly outlined its intention to reduce the number of fighter jets, ships, drones, and refueling aircraft previously provided to NATO as part of joint defense planning. “Before the meeting, European diplomats assumed that the changes would consist of minor adjustments over time. However, the U.S. proposals turned out to be much more radical than the Europeans had expected,” Spiegel notes.

According to the publication, the U.S. may reduce its contribution of strategic bombers, cut the number of fighter jets by about a third, and reduce the presence of naval forces, particularly destroyers, while completely ceasing to provide submarines for the Alliance’s needs.

At the same time, Washington emphasizes that nuclear deterrence in Europe will remain under American control, but the continent’s conventional defense must increasingly shift to Europe and Canada, which, according to U.S. logic, are already increasing their defense spending and are capable of compensating for some of the shortfalls.

The U.S. side also insists that allies must quickly fill the gaps that have emerged and expects concrete proposals from them in the near future, before the June conference on NATO force planning, so that a new model for the distribution of the military burden can be presented at the July summit in Ankara.

Within the Alliance itself, there is recognition that the long-standing dependence on the U.S. in force planning was indeed excessive; however, they emphasize that the gradual strengthening of Europe and Canada could allow for a redistribution of responsibility without critically weakening NATO’s defense system.
