The memorandum directs the director of the US Office of Management and Budget and the US Trade Representative, together with the Federal Acquisition Regulatory Council, to identify products of Canadian origin. These are goods that may be removed from federal civilian procurement or deemed unavailable for purchase through this system.

Monitoring procurement in Canada
The document also directs the US Trade Representative to monitor Canada's treatment of goods of American origin in Canadian public procurement markets.
