Balochistan plans to introduce AI system for civil service recruitment — Dawn
The government of Pakistan’s Balochistan province has announced plans to conduct civil service recruitment through an artificial intelligence-based system administered by a special unit. The authorities say the mechanism is intended to make selection transparent and merit-based.
As Dawn reports, the columnist warns that using AI solely for recruitment could become an isolated technological solution in a bureaucratic system that still relies on paper-based document management, handwritten approvals and slow movement of cases between institutions.
Risks of algorithmic selection
Supporters of automated selection believe that algorithms can quickly process thousands of applications, apply standardized criteria and reduce arbitrary interference. At the same time, the author notes that the public sector must meet the requirements of fairness, legality, accountability, transparency and public trust.

The column says that algorithms do not eliminate bias but may reproduce it based on data and past hiring practices. The author cites a Stanford study that analyzed four million applications processed by an AI tool and found bias against candidates of African and Asian descent.
Digital governance reform
The author identifies “automation bias” — the tendency of officials to accept computer recommendations without critical review — as another risk. In his view, the danger lies not only in possible AI errors, but also in the possibility that people may stop questioning its conclusions. The author also points out that, unlike officials, an algorithm bears no constitutional or legal responsibility for decisions.
In the author’s view, digitalization should cover electronic document management, process reorganization, digital registers, cybersecurity, integrated dashboards and public services. Under this approach, AI for recruitment would be part of a broader governance reform rather than a separate administrative function.
