France is investigating former Prime Minister Philippe ahead of his possible bid for the presidency
French authorities have launched an official investigation into former Prime Minister Édouard Philippe, who is suspected of embezzlement, favoritism, and conflicts of interest. The scandal is unfolding against the backdrop of his political ambitions—Philippe plans to run for president of France in 2027. This was reported by BFM-TV.
Investigators in France have opened a case against former Prime Minister and current mayor of Le Havre Édouard Philippe, who is being investigated on suspicion of embezzlement of public funds, favoritism, illicit enrichment, and possible bribery, BFM-TV reports.
The investigation concerns his tenure at the local level in Le Havre, where Philippe currently serves as mayor again, and where, according to investigators, potential abuses may have occurred during the management of municipal resources. “I learned of the opening of the investigation from the press and take note of the judicial decision,” said Édouard Philippe, adding that he intends to cooperate fully with the investigation.
The first indications of possible violations emerged as early as 2023, when a whistleblower contacted the National Prosecutor’s Office for Financial Crimes, prompting an audit; in 2024, searches were conducted as part of a broader investigation.
In June 2025, a formal complaint was filed requesting that the complainant be recognized as a civil party, which effectively gave the case new legal momentum and led to the appointment of an investigating judge.
Despite the investigation, Édouard Philippe denies all charges and continues his political activities, having recently been re-elected mayor of Le Havre and announcing his intention to run in the 2027 presidential election, which makes the case particularly high-profile in French politics.
