In Ghana, CAGD paid 6,079 teacher promotion cases — MyJoyOnline

In Ghana, the Controller and Accountant-General’s Department (CAGD) said it had fully processed and paid 6,079 teacher promotion cases, including the arrears due under those payments. The statement came amid a nationwide teachers’ strike over unpaid promotion allowances and delays in negotiations on conditions of service.

Payments in September salaries

As MyJoyOnline reports, the 6,079 processed cases are part of 58,620 promotion cases for which CAGD was expecting documents from the Ghana Education Service (GES).

As of September 22, 2026, GES had submitted 6,079 completed forms and the corresponding promotion letters. This enabled CAGD to verify and process these cases. The department stated that all payments, including the arrears due, were included in the September 2026 salaries. The arrears are effective from January 1, 2026.

Documents are needed for other cases

CAGD stressed that it had processed all properly completed cases received from GES. According to the department, unpaid funds concern cases for which the education service has not yet submitted documentation for verification and inclusion in the payroll.

CAGD explained that it can adjust salaries after promotion only after receiving a completed promotion or regrading form and the relevant promotion or upgrading letter. According to the agency, these requirements are necessary to protect the payment system from fictitious promotions, unauthorized salary changes, and improper payments. The department called on the Ministry of Education, GES, teachers’ unions, and other stakeholders to jointly resolve the outstanding cases.
