Content of the declaration
According to The Telegraph, the declaration will cover the economy, energy, Europe, domestic cooperation and self-determination. Its participants also intend to state that they should have the right to join the European Union.
As the outlet reports, Scotland and Wales could join the EU as new members, while Northern Ireland could do so as part of the Republic of Ireland. The memorandum may also include a commitment to strengthen ties with European countries ahead of an independence campaign.

Prime minister's reaction
Sources for The Telegraph said that the declaration is intended to increase pressure on UK Prime Minister Andy Burnham. Earlier, he said that a referendum on Scottish independence could take place if there is public support.
At the same time, the newspaper writes that on Thursday Burnham sent a letter to Scottish National Party leader and First Minister of Scotland John Swinney, stating that a referendum will not be considered at present. According to The Telegraph, the prime minister cited the lack of consensus on a vote in Scotland and clear grounds to believe that most Northern Ireland residents want to leave the United Kingdom.
Swinney said on Sunday that the momentum of the independence movement is undeniable and suggested that Burnham could go down in history as the last prime minister of the United Kingdom. He also said that Scotland, Wales and Northern Ireland are for the first time led by first ministers who support independence.
