China creates international alliance against telecom and cyber fraud
An International Alliance Against Telecommunications and Cyber Fraud was established on September 10 in the city of Lianyungang in China’s Jiangsu Province. According to ECNS, the new structure is intended to strengthen information exchange and coordination of international actions against cross-border fraud.
Conference participants
The alliance was officially established at a conference attended by representatives of 46 founding states, 34 observer countries, and four international organizations. They included the United Nations and the International Criminal Police Organization — Interpol.
The participants also adopted a declaration on the establishment of the alliance. The document describes telecommunications and cyber fraud as a global problem and emphasizes the need for a specialized and effective intergovernmental organization supported by an international convention.

Tasks of the new structure
According to the declaration, the alliance will focus on developing international cooperation in combating cross-border telecommunications and cyber fraud and protecting the lawful rights of citizens, legal entities, and other organizations.
Wu Chengqiu, an associate professor at the School of International Relations and Public Affairs at Fudan University, said that the structure responds to public demand for property protection and could help close gaps in combating transnational crime. Yuan Zhenlong, director of the Institute of Comprehensive Governance at the Beijing Academy of Social Sciences, noted that intensified efforts against scam centers in Southeast Asia had disrupted their operations while prompting some criminal groups to relocate to other regions.
Ouch Channora, Deputy Secretary of State at Cambodia’s Ministry of Interior, said the alliance could help counter threats linked to telecommunications fraud, including crimes related to human trafficking. Zafar Uddin Mahmood, the Pakistani prime minister’s special representative for China affairs, reported an increase in fraud cases in Pakistan and said the country intended to cooperate with China within the alliance.
