In South Korea, victims of harassment will be able to track their attackers using an app

A new mobile app has been launched in South Korea to improve the safety of people who are victims of persecution. The service tracks the location of suspects wearing electronic ankle monitors and alerts users in advance if they are approaching.

The app was developed by the country’s Ministry of Justice. It displays the suspect’s current location and direction of travel and sends instant alerts in case of potential danger. In addition, the service allows users to quickly contact emergency services for assistance.

Authorities decided to strengthen protection following a series of attacks on people who were already equipped with emergency alert devices.

Starting in 2024, South Korean courts may require suspects in the most dangerous stalking cases to wear electronic ankle monitors. Previously, victims were also provided with smartwatches equipped with an emergency call button.

However, these measures proved insufficient. According to the ruling Democratic Party of Korea, between 2021 and August 2025, 23 people with such devices were killed or became victims of attempted murder.

To allow for the transmission of data on suspects’ movements, the Ministry of Justice amended the electronic monitoring regulations in December 2025. The ministry also addressed privacy concerns.

Another change is planned for April 2027. Victims of stalking will be able to apply to the court on their own for a restraining order. Currently, law enforcement officials file such requests on their behalf.
