Ukraine has imposed sanctions on Russian propagandists and judges

Ukrainian President Volodymyr Zelenskyy signed a decree imposing new sanctions against individuals and organizations linked to Russian propaganda and the persecution of Ukrainians. The restrictions apply to 29 individuals and 17 entities.

The sanctions list includes representatives of Russian propaganda media, as well as judges who issued unlawful rulings against Ukrainian journalists, civil society activists, and politicians. Among others, the list includes individuals involved in the case of Ukrainian journalist Viktoria Roshchina, who died while in Russian captivity.

The Office of the President emphasized that the sanctions are aimed at holding accountable those involved in repressions against Ukrainian citizens and the dissemination of Russian propaganda.

“Ukrainian President Volodymyr Zelenskyy signed a decree enacting the decision of the National Security and Defense Council of Ukraine to impose sanctions against Russian propaganda media and judges who issued unlawful rulings against Ukrainians. The sanctions package includes 29 individuals and 17 legal entities,” the Office of the President stated.

According to reports, “among them are judges involved in the criminal prosecution of Ukrainians on Russian territory and in the temporarily occupied Crimean Peninsula, as well as in the in absentia conviction of Ukrainian activists, journalists, and politicians.”

"In particular, this includes Moscow judge Timur Vakhrameev, who systematically issues politically motivated rulings against Ukrainian civilians and fighters from volunteer units. He facilitated the complete isolation of illegally detained Ukrainian journalists and was involved in the imprisonment of Viktoria Roshchina, who was tortured while in Russian captivity. Her death became known on October 10, 2024, when she was already on the exchange list. Russia returned Viktoria Roshchina’s body, bearing numerous signs of torture, to Ukraine only in February 2025,” the statement reads.

This package also "includes Russian propaganda media outlets and their leaders who are involved in the systematic dissemination of lies and Russian propaganda. These include "Gazeta.ru," "Lenta.ru," and the Union of Journalists of Russia."

"We believe that everyone involved in the persecution of Ukrainians and the dissemination of Russian propaganda must be held accountable for their actions. Ukrainian sanctions are just the beginning; further decisions will follow. We are grateful to human rights organizations for the information and assistance in documenting such cases,” noted Vladislav Vlasyuk, the President’s Advisor on Sanctions Policy.
