Groundbreaking ceremony for underpass expected in Islamabad on October 5 — Dawn
In Islamabad, Pakistan, the Capital Development Authority of Pakistan (CDA) expects to hold a groundbreaking ceremony on October 5, 2026, for the Kashmir Chowk underpass project. Earthworks and construction are expected to begin after the ceremony, while before that the CDA is arranging a diversion road and relocating utility networks, Dawn reports.
Cost and timeline
Technical bids for the project were submitted by Habib Construction Services (HCS) and MS Kamran Khan (Kundi Group). During the technical evaluation, one of the companies was found not to meet the requirements, after which the CDA opened HCS's financial bid.
HCS's bid amounted to 1.45 billion Pakistani rupees, compared with the cost of 1.486 billion rupees stated in the tender notice. The tender documentation provides for completion within 90 days, but CDA officials expect to complete the project on an accelerated schedule in approximately two months.

Traffic arrangements
After completion, the underpass will be used by traffic heading to Rawalpindi from the Serena side. The upper part of the structure is planned to be allocated to vehicles traveling toward Murree.
Other CDA projects
The CDA is also preparing to launch four more projects: a cricket stadium, an additional block of the Jinnah Convention Centre, a safari park, and the National Museum of History in the Malpur area. The tender for the stadium's structures and road network was opened on July 19, 2026, and HCS submitted the lowest bid of 8.9 billion Pakistani rupees.
The CDA has already invited tender proposals for the modernization and construction of an additional block of the Jinnah Convention Centre. According to officials, the facility is planned to be implemented on an accelerated schedule for the Shanghai Cooperation Organisation conference planned for next year.
