In Israel, Netanyahu did not publish Likud candidate list by deadline — Jerusalem Post
In Israel, Prime Minister and Likud party chairman Benjamin Netanyahu did not publish by 21:00 on Monday the list of candidates for reserved slots. By that time, members of the party secretariat had also not received a draft decision on those slots, The Jerusalem Post reports.
Internal court decision
Likud’s highest internal court ruled that a proposal on the reserved slots must be provided to secretariat members by 21:00 on Monday. The decision was made the same day following a petition by Knesset member David Bitan.
Court member, attorney Itzhak Bam, noted that publishing the proposal shortly before the vote could be perceived as creating a fait accompli. He ruled that if an orderly proposal was not submitted by the specified time, Likud’s legal adviser must explain why this should not be considered tacit consent to a secret ballot in the secretariat without collecting the signatures of 10% of its members.

David Bitan’s petition
Bitan argued that because the names of candidates for the reserved slots had not been published, secretariat members could not prepare for the vote. He also asked for it to be established that the reserved slot for Israeli Defense Minister Israel Katz should be included in the quota previously approved for the prime minister after amendments to Likud’s bylaws, rather than added on top of it.
The court rejected the demand to cancel the reserved slots, noting that the issue of Katz’s slot had already been considered and there were no grounds to revisit it. Later on Monday, Netanyahu said that the list would be submitted on Tuesday morning. According to him, this would leave sufficient time for review before the 22:00 deadline.
