There are no requirements for Ukrainian women in the EU regarding the Reserve+ app — CPD
On August 15, the Center for Countering Disinformation stated that reports claiming 18-year-old Ukrainian women are required to provide data from the “Reserve+” app in order to receive temporary protection in European Union countries are misleading.
The Center explained that EU Council Decision 2026/1912 does indeed contain a provision regarding the verification of military status.
However, it applies only to a specific group of citizens and has clear time limits:
- Who needs to confirm their status: only new applicants for temporary protection who submit their documents after July 31, 2026.
- The main condition is that the person must already have active military obligations under Ukrainian law.
The provision is gender-neutral and applies to citizens with the corresponding military service status—both men and women.
It does not automatically apply to all 18-year-old women. The requirement does not apply to civilian 18-year-old Ukrainian women, female students, or other women who are not subject to military registration or conscription under the law.
Hostile sources and Russian propaganda are deliberately distorting the content of the adopted decision.
They are presenting a rule applicable to a specific category of persons subject to military service as if it were a general obligation for absolutely all 18-year-old Ukrainian women.
