Former judge Oleksiy Tandir, together with a lawyer and a former bailiff, organized a criminal group that, between 2021 and 2023, seized real estate from deceased citizens who had left no heirs. The perpetrators produced forged documents regarding fictitious debts amounting to millions of hryvnias, after which they seized the property through the courts and the enforcement service and resold it to third parties. 

This was reported by the State Bureau of Investigations.

The investigation revealed that through this scheme, the gang managed to seize five apartments in the Odesa and Kyiv regions, while the appearance of a legitimate heiress prevented them from seizing a sixth. According to law enforcement, Tandir issued the necessary court rulings based on knowingly forged documents, while an accomplice within the Ministry of Justice system ensured the forced seizure of the properties. Currently, six individuals have been notified of their suspected involvement in a criminal organization, and preventive measures have already been imposed on them.

The former judge was taken into custody without the right to bail, and the penalty under the charged article provides for up to 12 years of imprisonment with confiscation of property. The State Bureau of Investigations continues to gather evidence to complete the pre-trial investigation into the real estate fraud case. The actions of those involved have been classified as the creation of a criminal organization and the large-scale misappropriation of another’s property, committed by a group of individuals acting in concert.

A large-scale scheme for the illegal appropriation of apartments belonging to deceased and absent owners was uncovered in Kyiv; according to the investigation, a former judge, lawyers, and officials from the enforcement service were involved. Using forged documents and fictitious debts, they transferred the real estate to front men and resold it.

The Svyatoshyn District Court of Kyiv extended the detention of former judge Oleksiy Tandir, who is on trial for a fatal traffic accident in 2023 that resulted in the death of a 22-year-old soldier of the National Guard of Ukraine at a checkpoint. At the same time, the court allowed for the possibility of bail.

On January 22, 2026, the European Court of Human Rights (ECHR) ruled that the prolonged detention of former Makariv District Court Chairman Oleksiy Tandir without the setting of bail violated Article 5 of the European Convention on Human Rights.

Two years have passed since the tragic traffic accident in which former judge Oleksiy Tandir fatally struck National Guard soldier Vadym Bondarenko at a checkpoint near Kyiv.

On August 19, the Svyatoshynsky District Court of Kyiv continued questioning witnesses in the case of former judge Oleksiy Tandir, who is accused of causing a fatal traffic accident while intoxicated on May 26, 2023, at a checkpoint, resulting in the death of National Guard soldier Vadym Bondarenko.

The detention of Oleksiy Tandir, a former judge of the Makariv District Court accused of causing a fatal traffic accident, was extended by two months.

The High Council of Justice imposed a disciplinary sanction on Judge Oleksiy Tandir in the form of a motion for his dismissal from office.

The lawyer for former judge Oleksiy Tandir, who is accused of causing a fatal traffic accident while intoxicated, stated that her client’s wife allegedly made an anonymous money transfer to the widow of the National Guard soldier. However, the widow denied this claim.

The pre-trial investigation against Oleksiy Tandir, a judge of the Makariv District Court of Kyiv Oblast who caused a fatal traffic accident at a checkpoint, has been completed.

A forensic psychological examination confirmed that Judge Oleksiy Tandir, who fatally struck a National Guard soldier at a checkpoint in Kyiv, was drunk behind the wheel at the time of the accident.

The Court of Appeals upheld the pretrial detention order for Judge Oleksiy Tandir, who on May 26 fatally struck a National Guard soldier at a checkpoint.
