Kyiv City Council wants to take out a loan of 1.5 billion euros for the construction of the metro in Troyeshchyna

The Kyiv City Council plans to secure a €1.5 billion loan from the European Bank for Reconstruction and Development to construct the Podil-Vygurivska metro line to the Troieshchyna residential district. 

This was reported by LB.ua, citing the text of the relevant draft resolution submitted to the city council’s session agenda. Council members will review this financing issue in detail during the session.

The draft resolution on borrowing international funds was developed back in May 2025. The city government plans to allocate the received financial resources toward technical assistance, industry consultations, project monitoring, as well as the direct construction of the new metro line section along with its own depot.

The borrowed amount will fully cover the costs of constructing the priority section of the line from the “Hlybochytska” station on the capital’s right bank to the “Raiduzhna” station, with a branch toward Vygurivshchyna-Troieshchyna. According to the relevant department of the Kyiv City State Administration, this section will include the Hlybochytska, Podilska, and Raiduzhna stations, as well as three additional stations that will be located directly within the bridge structures. In addition, the project calls for the creation of two major transfer hubs: between the “Lukianivska” and “Hlybochytska” stations, and between the “Taras Shevchenko” and “Podilska” stations.

The first phase of the metro project will require 68 billion hryvnias.

The next stage in the development of the transportation infrastructure around the Podil Bridge will be the construction of an exit to Podil and preparations for the launch of three metro stations.
