Putin has once again spoken about negotiations and laid out his conditions

Russian dictator Putin has stated that the Kremlin is allegedly ready to resume peace talks with Ukraine. However, he cited the “Istanbul Agreements”—initialed in 2022as the basis for a future settlement, along with ultimatums regarding a freeze on the front lines and Ukraine’s recognition of the loss of its territories. 

In his speech, Putin emphasized that Moscow sees no reason to deviate from the draft agreements that were discussed in Turkey at the start of the full-scale invasion. In addition, he demands that the so-called “realities on the ground in the special military operation zone” be formalized, that the “Anchorage modalities” be taken into account, and that the terms of his ultimatum—announced by the Russian Foreign Ministry in June 2024—be fulfilled.

Behind the dictator’s stated positions lies a demand for Ukraine’s complete surrender, which includes several key components:

  • The “Istanbul Agreements” (April 2022): these provide for the establishment of a permanent neutral status for Ukraine, an official renunciation of NATO integration, a drastic reduction in the size of the Ukrainian Armed Forces, a complete ban on the deployment of foreign military bases or joint exercises with the West, as well as restrictions on partners’ right to provide Kyiv with defense and military aid.

  • The “Anchorage Principles” and the conditions set by the Russian Foreign Ministry (2024): as understood by the Kremlin, these demands entail the complete withdrawal of Ukrainian Armed Forces units from the territories of the Donetsk, Luhansk, Kherson, and Zaporizhzhia regions within their administrative borders. Russia also demands the freezing of the front lines in other regions, official recognition by the international community and Kyiv of Russian sovereignty over five Ukrainian regions (including Crimea), and the complete lifting of all international sanctions imposed against Russia.

Ukrainian authorities and international partners have repeatedly emphasized that such statements by the Kremlin are not a proposal for genuine peace, but rather an ultimatum aimed at destroying Ukrainian statehood and preparing Russia for new stages of aggression. At the same time, the Center for Countering Disinformation notes that, in parallel with these pseudo-peaceful statements, Russia is escalating its militaristic propaganda among young people and actively preparing its own army for a potential direct confrontation with NATO countries.
