A case regarding the transfer of land for Medvedchuk's estates in Zakarpattia has been referred to court
Law enforcement officials have completed a pre-trial investigation into three of the six individuals involved in a scheme to illegally transfer more than 220 hectares of state-owned forest in Zakarpattia for the construction of a complex linked to former People’s Deputy Viktor Medvedchuk. At the same time, another suspect—a member of the Svalyava City Council—has been notified of the charges against him.
According to the investigation, Roman Godia headed the Svalyava Forestry Enterprise from 2022 to 2024; he was elected to the Svalyava City Council in 2020 as a member of the “For the Future” party.
As noted by the National Police, a new suspect in the criminal case is the former director of a branch of the state enterprise “Forests of Ukraine” and a member of the Svalyava City Council of the 8th convocation.
In June 2026, law enforcement officials notified six individuals of their status as suspects, including the former head of the Transcarpathian Regional State Administration, three former heads of forestry enterprises, the former head of the regional forestry and hunting department, and the director of a private company.
According to the investigation, the officials, in violation of the requirements of the Land Code of Ukraine, excluded more than 220 hectares from the state forest fund and transferred them for actual use to a commercial entity.
“The ultimate beneficiary of this company is the wife of a former member of the Ukrainian Parliament from the banned OPZZh party, who is suspected of high treason,” law enforcement officials noted.
This refers to Viktor Medvedchuk.
According to the investigation, the land was supposed to be used for forestry and timber harvesting; however, instead, the “Vedmezha Dibrova” complex was built there, which was effectively used as a private, gated recreational area.
Law enforcement officials estimate the losses resulting from the illegal seizure of land from the state forest fund at 27 million hryvnias.
In addition, it has been established that the former head of a branch of the state-owned enterprise “Forests of Ukraine,” who is also a member of the Svalyava City Council, failed to take measures to stop the illegal use of a 63.6-hectare forest plot.
“At the same time, it has been established that the former head of the branch of the state enterprise ‘Forests of Ukraine,’ who is a member of the Svalyava City Council of the 8th convocation, failed to take measures during his tenure to prevent, detect, or stop the misuse of a 63.6-hectare forest plot,” the police reported.
As a result, the state suffered additional losses of more than 5.3 million hryvnias.
The new suspect has been notified of charges of official negligence resulting in serious consequences.
Indictments against three participants in the scheme have already been filed with the court, while the pretrial investigation continues regarding the former head of the Regional State Administration, one of the former forestry enterprise directors, and the head of a private company.
