The Ministry of Digital Transformation of Ukraine has launched the second phase of its review of government services to streamline and further digitize them. During the first phase, which ran from February to March, data on all government services was collected and digitized, resulting in a unified database containing approximately 270,000 services.
This was reported by the ministry’s press service.
"The best service is the one you don’t even notice. Thanks to a thorough analysis, we will be able to significantly increase the share of online services. You will no longer have to carry photocopies or visit various offices, as all documents will be in the system," the Ministry of Digital Transformation noted.
What the screening of government services revealed
Large-scale data collection and an audit provided a realistic picture of government services. In the first phase, ministries and local governments provided not only general information but also detailed analytics for 2024–2025: service delivery times, reasons for refusals, and barriers to their digitization.
Thanks to the work of 20,000 specialists from 15,000 service providers, 270,000 services were verified in a single database. 85% of them are free of charge. Services in the social protection sector account for the largest share—there are three times as many of them as in the real estate, business, or education sectors.
At the same time, access to services is gradually becoming simpler: 50% of them are already provided through the Administrative Service Centers (ASC), which makes it more convenient to access government services in communities. Based on the analytics obtained, the government plans to significantly simplify, consolidate, digitize, or eliminate inefficient services.
The Ministry of Digital Transformation commented onrumors about internet service costing 3,000 hryvnias per month.
