The SBU has warned of schemes by the FSB to recruit Ukrainians for terrorist attacks

The Security Service of Ukraine has warned citizens about the methods Russian intelligence agencies use to recruit people via social media and messaging apps to carry out arson, sabotage, and terrorist attacks. 

Recruiters often use psychological manipulation, posing as employers offering easy money, volunteers, chat partners on dating sites, or fake law enforcement officers trying to intimidate people.

According to the SBU, in 2026 alone, more than 300 acts of sabotage and terrorism by the Russian Federation were recorded, of which 249 cases were solved and another 84 were successfully prevented. If citizens receive suspicious offers to perform dubious tasks for money, they are advised to immediately contact law enforcement at the toll-free number 1516 or via a special Telegram bot.

The Security Service of Ukraine announced the exposure and arrest of two FSB agents who, according to the investigation, were preparing a series of terrorist attacks in the Kharkiv region. One of their tasks was an attempt to carry out a mass killing of Ukrainian military personnel under the guise of a “charity” party.

In the Kyiv region, a court sentenced an FSB agent to 15 years in prison with confiscation of property for passing on the coordinates of air defense units protecting Kyiv to the occupiers.
