The court ordered the collection of 97 million hryvnias in fines from the supplier of body armor to the Ministry of Internal Affairs
The Kyiv Commercial Court issued a ruling in Case No. 910/14189/25, upholding the claim against Milikon UA LLC and imposing a fine of 97.43 million hryvnias on the company for supplying substandard products to the Armed Forces of Ukraine. The case was heard in closed session at the request of a representative of the Defense Procurement Agency (DPA), which is the legal successor to the State Logistics Operator following the merger of relevant agencies.
According to anti-corruption activists, Milikon UA LLC is directly implicated in the criminal proceedings and the notice of suspicion against businessman Timur Mindich. Earlier, journalists from the publication “Ukrainska Pravda” released excerpts from Mindich’s secret conversations with former Defense Minister Rustem Umerov and former presidential aide Serhiy Shefir, which were documented by NABU and SAPO as part of the large-scale “Midas” operation. In the recordings, the individuals discussed a defense tender for the supply of personal protective equipment by this very company.
The contract was successfully thwarted thanks to the principled stance of the military official responsible for accepting body armor, who categorically refused to accept products unsuitable for combat operations in order to avoid critical losses among personnel on the front lines. After Umerov was dismissed from his post as head of the defense ministry, the procurement agency (DOT), led by Arsen Zhumadilov, officially terminated the government contract with Mindich’s company. The state agreement provided for severe financial penalties for breach of contract and substandard product quality, which served as the basis for a court ruling imposing a multi-million-dollar fine. Ukraine’s official anti-corruption authorities are currently refraining from further comment on the published transcripts of secret conversations.
