Ukraine has updated its rules for international bus transportation

The Ministry of Community and Territorial Development of Ukraine has updated the rules governing international bus transportation, introducing new deadlines for processing applications and strengthening oversight of route compliance. 

This was announced by Minister of Community and Territorial Development Oleksiy Kuleba.

According to the official, the changes are part of a large-scale digitalization of the international transport sector and the development of the carrier’s online portal. Currently, over 400 international routes have already been opened or extended through the electronic service.

From now on, clear deadlines have been established for reviewing applications through the carrier’s online portal. Up to 30 calendar days are allocated for opening, changing, extending, or closing an international route. After the route is agreed upon with the foreign party, decisions must be made within 10 calendar days, and the permit itself will be issued within five business days.

Carriers are also given up to 20 days to correct documents via the electronic portal if errors are found.

Separately, new deadlines for international route approval have been established: up to six months with neighboring countries and up to 12 months with other countries.

In addition, the ministry has tightened oversight of actual route operations. Under the new rules, a carrier must operate at least 30% of flights during the year; otherwise, the route will not be extended.

The deadlines for launching new routes have also been updated—carriers must begin operations no later than 90 days after receiving approval.

The Ministry of Development emphasized that all procedures are now carried out exclusively through the carrier’s online account.
