What You Need to Know About Using Electric Scooters on the Roads Following the Update to the Traffic Rules

In Ukraine, electric scooters are subject to traffic regulations that specify permitted areas of operation, speed limits, and penalties for violations. Failure to comply with these requirements is subject to fines, which in some cases can reach up to 34,000 hryvnias.

Electric scooters are becoming an increasingly popular mode of transportation in Ukrainian cities. At the same time, many drivers and pedestrians still do not fully understand where exactly electric scooters are permitted, what rules apply to their users, and what penalties are imposed for violations. Here’s what you need to know about using electric scooters in Ukraine.

Riding this type of vehicle is permitted in areas where it does not pose a danger to pedestrians and other road users.

It is recommended that riders be at least 14 years old.

In particular, it is recommended to use bike lanes for electric scooters. If bike lanes are not available, riders may use the shoulder or the far right side of the road. Electric scooters may also be used in parks and designated recreational areas, provided this is not prohibited by local regulations.

On sidewalks, electric scooter users must yield to pedestrians and not endanger them. Riding on the roadway is permitted only when there is no bike path or shoulder available, and provided that traffic safety rules are followed.

Within populated areas, electric scooter users should maintain a safe speed and be mindful of traffic conditions. Most rental services limit the speed of electric scooters to 20–25 km/h. Additionally, riders should not carry passengers and are prohibited from operating the vehicle while under the influence of alcohol or drugs. For safe operation, it is recommended that electric scooters be equipped with reflectors and an audible warning device.

Violations of traffic rules may result in administrative or criminal liability, depending on the consequences of the violation. In particular, fines may be imposed for traffic violations. A separate penalty is provided for driving while intoxicated. If, as a result of the violation, a person sustains moderate or severe bodily injury, the offender may face not only a substantial fine but also restriction or deprivation of liberty.

Main fines:

  • fines starting at 340 UAH may be imposed for certain traffic violations;
  • for driving under the influence, the fine can range from 17,000 to 34,000 UAH depending on the circumstances;
  • in the event of injury to a person, criminal liability may apply

As a reminder, Uber plans to offer electric bicycles and electric scooters for rent in Kyiv if safe routes are established in the city.
