A building in downtown Kyiv that had been illegally sold was returned to the state

Thanks to the joint efforts of NABU and the State Property Fund of Ukraine, the buildings of the Ministry of Internal Affairs of Ukraine’s state-owned enterprise “Inform-Resursy,” located in central Kyiv and with a total area of 3,760.4 square meters, were returned to the state. 

The Northern Commercial Court of Appeals invalidated the 2018 purchase and sale agreement between the state-owned enterprise and a private company and ordered the property to be returned. The market value of the property, including the right to use a land plot measuring 12,563.67 square meters, is approximately 187.5 million hryvnias.

The investigation established that in August 2018, the director of the state-owned enterprise sold these buildings at a significantly undervalued price—16 million hryvnias instead of the actual value of over 187 million hryvnias. Furthermore, the property was subject to a tax lien, which made its sale impossible until the debt was fully repaid.

To carry out the transaction, the official used forged documents. He also deliberately concealed information from the appraiser regarding the right to use the land plot, which allowed him to artificially lower the property’s value.

This was reported by NABU.

Previously, a businesswoman had illegally developed a plot of land in Holosiivskyi Park.

The Prosecutor’s Office successfully argued in the Supreme Court that the transfer of a land plot within the “Zhukiv Island” nature reserve to private ownership was illegal. Pursuant to the court’s decision, the plot was returned to the ownership of the Kyiv territorial community.
