The EBRD is considering providing Kyiv with up to 50 million euros for heating
The European Bank for Reconstruction and Development is considering providing Kyiv with a loan of up to 50 million euros to support the liquidity of the municipal utility “Kyivteploenergo.”
The funding will be used to ensure the uninterrupted provision of critical services during the war, specifically to cover operating and maintenance costs, as well as to compensate for lost revenue. The project is scheduled for approval on July 22, 2026.
Due to war-related risks, the loan will be partially covered by a European Union guarantee against first-loss risks under the Investment Program for Ukraine. The funds raised are intended to ensure a stable heat supply to residential buildings, hospitals, schools, kindergartens, and businesses, as well as to support electricity generation for the capital amid the additional strain caused by the significant number of internally displaced persons.
The project is being implemented as part of the EBRD’s resilience program and includes the expansion of municipal services for veterans and their families. Earlier, Kyiv Mayor Vitali Klitschko noted that the Kyiv City Council must approve this loan to implement the measures outlined in the capital’s Resilience Plan, the total cost of whose priority objectives is estimated at approximately 30 billion hryvnias.
The EBRD will allocate €15 million to Kharkiv to restore heat supply.
