Klitschko announced the construction of new shelters in Kyiv
The expansion and modernization of the network of civil defense facilities is underway in Kyiv. According to the capital’s mayor, Vitali Klitschko, more than 1.1 billion hryvnias have been allocated this year for the repair and refurbishment of shelters and bomb shelters, and construction of new civil defense facilities is also underway.
He noted that the city is allocating significant funds to district state administrations for the construction and major repairs of shelters.
Since the start of the full-scale war, repair and refurbishment work has been completed at nearly 3,000 shelters. For the period 2022–2025, approximately 7 billion hryvnias have been allocated from the city budget for this purpose.
“District departments are responsible for identifying locations and carrying out the work, as they are the ones managing the funds allocated by the city. Priority is given to locations where shelters are lacking: neighborhoods without metro stations and remote residential areas,” said the mayor.
According to him, there are currently more than 4,300 shelters of various types, forms of ownership, and technical specifications operating in Kyiv.
Klitschko also noted that separate funding has been allocated for the construction of new protective structures in educational institutions. Currently, design and cost estimate documentation has been developed for 42 institutions, and construction has already begun at 25 sites.
“Regarding the effectiveness of work in the districts, I have instructed the Kyiv City State Administration’s Department of Internal Financial Control and Audit to conduct an audit of how district state administrations used funds for the construction, repair, and equipping of shelters for the years 2022–2025,” Klitschko wrote on social media.
According to him, municipal services, in cooperation with the State Emergency Service, will continue to inspect civil defense facilities.
Since the beginning of the year, 630 shelters have been inspected, with violations found in 85 of them. Among the most common deficiencies are an insufficient number of seats, a lack of electricity, and inadequate sanitary conditions.
“Since the beginning of 2026, 171 facility managers of civil defense shelters have been held administratively liable. Mostly for violations that resulted in the facility’s lack of readiness and for failure to comply with the lawful demands of officials,” the mayor said.
