The Kyiv Metro accounted for nearly 100% of the budget losses from public transportation

In 2025, the combined losses of the capital’s two main public transit operators totaled 3.1 billion hryvnia, with 3 billion hryvnia (97%) attributable to the Kyiv Metro municipal enterprise. 

According to a study by YC.Market, the main reason for the losses is the high cost of transportation: the actual cost of a single subway ride rose to 43.7 UAH, while the average revenue per paying passenger is 8 UAH, which covers less than 19% of expenses.

By comparison, at Kyivpastrans, the cost per trip was 23.2 UAH with revenue of 7.2 UAH (31% coverage), and the company’s annual loss was reduced to 101.1 million UAH thanks to subsidies. In total, in 2025, a record 11.7 billion UAH was allocated from the Kyiv budget to support subway and surface transit.

As a reminder, new fares for municipal public transportation took effect in Kyiv on July 15. The cost of a single trip on the metro, buses, trolleybuses, trams, and the funicular will increase from 8 to 30 hryvnias. This is the first fare increase in the capital in the last six years.
