In Kyiv, an official overpaid 1.7 million hryvnias for diapers for bedridden patients
Officials at the Territorial Center for Social Services in Kyiv’s Solomyanskyi District have been notified that they are suspected of embezzling public funds. According to the investigation, the municipal institution overpaid approximately 1.7 million hryvnias due to inflated prices for the purchase of diapers and care products for bedridden patients.
On July 28, the Kyiv City Prosecutor’s Office reported that in September 2025, the center announced a tender for the purchase of care products for infants and people with limited mobility.
The investigation established that the official was aware that the declared cost of the goods did not correspond to market prices, yet she ensured that the procurement was carried out on terms that were disadvantageous to the institution.
A contract worth over 7.2 million hryvnias was signed with the supplier. At the same time, according to law enforcement officials, the cost of the purchased diapers and patient care supplies was inflated, resulting in budget losses of approximately 1.7 million hryvnias.
The official has been notified of her status as a suspect under Part 5 of Article 191 of the Criminal Code of Ukraine—misappropriation of property through abuse of official position on an especially large scale.
If found guilty, she could face up to 12 years in prison, along with a ban on holding certain positions for up to three years and confiscation of property.
The pretrial investigation is being conducted by the Obolon Police Department of the Main Directorate of the National Police in Kyiv. The prosecutor’s office emphasized that, in accordance with the Constitution of Ukraine, a person is presumed innocent until their guilt is proven in court and established by a final and binding conviction.
