An official at a municipal enterprise in the Darnytskyi District is suspected of overpaying 245,000 hryvnias for the purchase of asphalt
Officials at the municipal enterprise “Road Maintenance Department of the Darnytskyi District of Kyiv” have been notified that they are suspected of abuse of office in connection with the procurement of asphalt concrete mix for road repairs. This was reported by the Kyiv Police.
According to the investigation, in 2025, a 40-year-old official responsible for organizing public procurement failed to conduct a proper analysis of market prices, incorrectly determined the expected cost of the tender, and selected as the winner a private company that offered the product at an inflated price.
As a result, the municipal enterprise purchased 362 metric tons of asphalt concrete mix for nearly 1.9 million hryvnias. A forensic commodity appraisal determined that the market value of the materials was lower, and the losses to the Kyiv territorial community exceeded 245,000 UAH.
The officials were charged under Part 1 of Article 364 of the Criminal Code of Ukraine (abuse of official position). The penalty under this article provides for up to three years of imprisonment.
