Law enforcement officials have uncovered a large-scale corruption scheme at the Kyiv Regional Road Administration

The Security Service of Ukraine, in collaboration with law enforcement agencies, has uncovered a scheme involving the embezzlement of state funds by the management of the state-owned enterprise “Kyiv Regional Road Administration.” Three top officials of the enterprise—the director, his deputy, and the commercial director—were involved in organizing the scheme. 

Instead of working to restore the state agency’s financial health, the officials systematically profited from bribes paid by private entrepreneurs. 

According to the investigation, the officials leased out state-owned warehouses, premises, and other facilities at artificially low rates or without even signing official contracts and without receiving proper payment. The perpetrators demanded that businesspeople pay the difference between the actual market price for using the property and the amount recorded in the documents exclusively in cash. Law enforcement officers documented 12 instances of money transfers, during which the head of the commercial department received over 270,000 hryvnias, of which he passed on more than 217,000 hryvnias to senior management.

The suspects received another bribe installment of 60,000 hryvnias on June 17, after which they were caught red-handed. During the special operation, one of the officials attempted to destroy physical evidence and threw part of the money out the window of his office. Currently, the three officials have been notified of charges under Part 3 of Article 28 and Part 3 of Article 368 of the Criminal Code of Ukraine (receipt of unlawful benefits by an organized group), and they face up to 10 years in prison. In addition, four tenants have been charged with bribery and face up to 8 years in prison.
