A court in Kyiv overturned the illegal registration of land on which a parking lot had been built
In the Dnipro District of Kyiv, the prosecutor’s office successfully prevented, through the courts, the potential illegal seizure of a 5.4-hectare plot of land valued at over 102 million hryvnias, which had been used for parking cars.
Pursuant to a ruling by the Kyiv Commercial Court, the state registration of the land plot on Marka Cheremshyny Street was revoked, as was the ownership right to a nonexistent real estate property that had served as the basis for its registration.
As prosecutors established, an individual, without proper grounds, registered ownership of a nonexistent property, which she subsequently contributed to the cooperative’s authorized capital, and later transferred it to another service cooperative under a purchase and sale agreement.
Subsequently, a land plot measuring 5.4 hectares was formed for the real estate property, which had an area of only 20 square meters—an area more than 2,700 times larger than that of the property itself. According to the prosecutor’s office, the plot was used for storing and parking vehicles.
The prosecutor’s office noted that the Kyiv City Council had not adopted any decisions regarding the transfer of this land into ownership or use, and no title documents for it had been issued or registered.
According to the office, the illegal registration of the real estate and land plot was intended to facilitate the subsequent acquisition of the land outside of competitive procedures. The court annulled the relevant registration actions, thereby preventing the plot from being removed from municipal ownership.

As a reminder, the prosecutor’s office secured the return to state ownership of over 2,100 hectares of defense land in the Zhytomyr region, valued at more than 4.2 billion hryvnias. Previously, these plots had been transferred to a public organization for 25 years for the purpose of managing a hunting reserve.
